At the moment there is no indication that there is going to be any reservation amongst the reserved women's quota, i.e., scheduled caste women for instance. This being the case, it is fair to say that the women's quota will be largely, if not entirely filled by general candidates. Thus, it is a fully proactive change since it more or less keeps the ratio of the general/scheduled caste & tribe seats while giving a voice and say to the women.
