This is too long to fit in the "Other" box (and it's really just an educated guess): I'd say that if a fairly high percentage of the sites you link to are deemed bad neighborhoods, that could be a problem. That means that it doesn't have to be a large number of links. If you're only linking out to 5 different sites and 3 of them are banned, I think that could be enough just because it's 60% of your outbound links.
