ICT-development has two key-dates: Chinese New Year and Black Monday. On these two key-dates International Industry Standards are finalized and new Standard Proposals are introduced by IEEE, ITU and other communities of professionals.
All Layers of the Open Systems Interconnection Protocol are now defined except the top layer: The Applications. All Unions of Professionals like doctors, engineers, dentists, hotels, automobile constructors, architects will develop their own Data Element Dictionaries and their own Application Suites. This will take some years and a lot of conferences and meetings and votes,but it will be fun and a lot of organizing by McKinsey and other Management Consultants and Chartered Accountants and University Groups.
