What an inane question, appealing to the worst of human nature. "Who's the worst?" How about ranking starting with the best? It would be safe to assume that whoever is last in that ranking would be considered the worst, at least on a relative basis. Its also deceiving to rank district delegations together in that, hypothetically, a district can have one superb representative and two terrible ones and still rank last. Another case of the rise of anti-intellectualism on this site.
