I thought the time was a function of what the carrier sent to the phone, i.e., AT&T or Verizon, assuming "Set Automatically" is selected in the Settings. I have two AT&T iPhones and both have had the correct time all day and both have Set Automatically selected in the Date and Time Settings. I live in Arizona.
