First I would draw a 18" circle. I would use the bandsaw to cut a rough circle and then switch to router with a trammel base to bring it to final size.
I would cut a pattern out of 1/2" mdf on my bandsaw. Perfect it with sanding, and then use a pattern bit in my router to cut the tabletop and cut a profile on the edge as well.
