Insufficient data! We declared war on drugs yet they are still manufactured and sold on the corner in many of our communities. Yes ... when any nation, organization, etc. has come out and blatantly stated that 'we the people' are a target for them to terminate, we need to pre-empt that attack. That being said, we need to clarify what, exactly, would be involved... who, exactly, would be OUR target. It may sound harsh, but if someone plans to kill me, my instinct tells me to kill them first. That's survival. We just have to be cautious about who we target and why. I'd prefer to keep the bloodshed off the streets of the U.S.A.
