  I'm guessing the predicted results would be that more people would take their child to the police over stolen shoes than water? Also, any reason why gender is specified?

  Shoes are worth more than water, will more people turn her in?

  I'd make her do community service, and send an anonymous donation to the shop.

  I would, however, make donate the shoes to a charity, and possibly strongly suggest she volunteers there for at least a month if she'd like me to calm down.
