I can't figure out how people figure it is a sign of oppression, in fact quit the opposite. The only people who turn it into a race issue are those opposed to it. In fact in Texas you come across many confedeate flags in plain sight i.e. ( The Lone Star Flag) not to mention that the confederate seal has just as prominate place on the floor of the capital rotunda as the U.S. seal.
Not to mention that by a act of congress (in Washington) Confederate veterans were given the same benefits as US veterans of the civil war.
