This is what other Countries do, like Russia, most of the middle East Nations, Cuba and other Dictatorship, plus Countries that support terrorism. What the heck is Congress thinking, and why won't they do what Americans want in this "Nation, governed by the people, for the people, under God, Etc.". Why can't Congress get that across in their brain dead heads.
