At 9 percent, the approval rating for Congress is at an all-time low. Who deserves the most blame?

House Democrats. Since losing the majority, they blame the Republicans for everything.

House Republicans. Like spoiled children, they cannot and will not compromise.

Senate Democrats. They won’t challenge President Obama or work with the GOP.

Senate Republicans. Republican Minority Leader Mitch McConnell has said his No. 1. priority is to defeat the president in 2012. That says it all.
