    Gov Guam spending priorities are pay raise first , retro next , off-island trips third , Gov Guam hosted parties forth , new Gov Guam building constructions fifth , and what ever is left over goes towards DOE , GMH, and tax refunds . As long as their pockets are being stuffed , Gov Guam spending problem doesn't exist . They are even fighting over $2 million dollars they don't even have in the accounts , fighting over where to spend it etc.. Idiots ! Spend , spend , spend ! The word "save" is taboo , the word "pay off debt's" and "create surplus funds" is considered fighting words and should never be spoken of . Idiots ! And the idiots who give them an "A" on this polls are guaranteed Gov Guam's idiotic employees . Puerto Rico is on the verge of filing bankruptcy because of their uncontrollable debts and I see Guam in the same boat in the near future.

    Realistically the results of this poll should align between the letter grades of a C or a D, but I sense that by the days end, the hackers would prevail, and an unrealistic figure of 2,000 imaginary voters would have overwhelmingly voted an A. Sure helps when the hackers represent an interest in assuring that these non-scientific polls portray the image of a perfect government.

    In any case, when highway funds are being used to pay for streetlights, when streetlight funds are being used to pay for payroll, and when abandoned vehicle funds are being used to host conferences and fund trips, then the answer is pretty simple...priority spending by the government is far from being just that...a priority.

    Gov Guam has, over many years, consistently underfunded the University of Guam's budget. A smarter economic strategy would be to fund the requested budget, and do so regularly. A college educated Island population will advance the general economic aims of Guam in everything from business, elementary-secondary education, personal and public health, sustainable and continually enriched cultural expression and activity, and a capacity for meeting the economic, environmental, and social challenges of years to come. UOG is a shining light, not only for Guam, but when compared to institutions of higher learning in comparably sized islands and communities throughout the U.S. and most of the world. Support UOG and you support Guam's economy.
