Guam roads are about the worst roads I have ever seen. They take way too long to make and repair and its not like they are even done correctly. I've seen Phillipines roads made and paved in a matter of hours or days. Now those roads are made correctly and last way longer than Guams roads. And the Guam roads patch repairs are plain embarassing. All they are are temporary fillings that last until the next rainfall. Looks like the Department of Public works needs to hire an off Island expert to step in, evaluate, and design a new system of road making/repairing and train the Guam workers/inspectors to follow the instructions to the line. I'm sure a way can be found to fund this.
