Be conservative and treat the budget like their own household or business. Take off all debts and obligations from the budget projection, then spread the remaining to the agencies and other branches of GovGu. This way, GovGu would see how much they have to live with. Everyone on Guam is scaling back when the income isn't as much as expenses. So should GovGu.
