    I agree with all the comments below , as our public services , schools , hospital and tax refunds suffer they find the funds to pay for their ridiculously inflated retro pay and pay raises , they have absolutely no problem finding funds to have an island wide party "fest pac" while the public's concerns are mostly ignored. All the while Calvo family is earning interest in the landfill property as the days go flying by .
    The pocket stuffing campaign of the Calvo admin is alive and well , extreme nepotism and the lack of accountability will drive our once beautiful island into despair and financial ruin . Puerto Rico here we come ! Thanks a lot Gov Guam ! Lol !!!!!

    GovGu will pull through again, using our Tax refunds hostage, funds to improve our roads, schools, hospital, and GovGu services. It's unfortunate that GovGu leaders see tax refunds and GovGu services as unwelcome expenses and serve no benefit to GovGu. The rest of us will be left to suffer as our leaders continue to feed the growing appetite of our local government. Our standard of living is becoming more of a third-world countries where citizens are on the streets begging for money for food. Unbelievable!

    It's ironic that GovGuam does not have or cannot find the funds to pay it's due and past due tax refunds. How ever can scrape up huge sums of money to finance these fancy new rock huts , @ Chamorro village . Total waste of tax payers funds , sporting a Cadillac when the island can barely afford a Toyota..

    FestPac run by GovGuam will go the same way as the Liberation Day Carnival and Micronesian Fair (of late). Inadequate planning, opaque financing and logistics, and seeming lack of local enthusiasm do not bode well.
