Seriously why is this even a question, we need development. We began as the most industrial city in Montana, now it appears some people want to make this a retirement bedroom town. Look at what the Tribune posted in the Top Employers in Great Falls: Benefis, The Clinic, Walmart. (http://www.greatfallstribune.com/story/money/2016/03/15/largest-employers-great-falls/81825010/)
Only one is manufacturing that's ADF with 202 employees.
There are so many "Not in my backyard" people who live here. Its no wonder we aren't growing Billings (2013 pop. 114,773), Missoula (2013 pop. 62,157), Great Falls without the Base (2013 pop. 61,173).
Our budget vs their budget is directly related to tax base and tax based is related to income base, read the budget of Billings http://www.ci.billings.mt.us/DocumentCenter/View/28404 and Missoulahttp://mt-missoula2.civicplus.com/DocumentCenter/View/32964.
We need this and we need our people to back the development of our city and county. We need to realize if you want better infrastructure then we must increase our tax base. We can't keep rely on our existing businesses and working people to carry the load. Urban areas are engines of economic growth. The economic gains from urbanization are significant, and urbanization should be embraced rather than resisted.

Yes... With the controversy on coal, Montana needs to find other solutions for power. We have an abundance of sun.
