    Looking at this independently, the problem is that voters are voting for career politicians into the governors office. What we need are individuals who don't intend on making public service a life long career. We need short termers who can make the difficult choices such as:

    - GMH has around 1,000 employees, mostly non-critical. Can we cut 20% of them and save the hospital millions to pay vendors so that we don't have to keep borrowing?

    - Do you need a DPW, Mayors Council and Parks and Rec, all with similar duties? Can we remove DPR, streamline DPW maintenance and just give Mayor's Council the village beautification responsibilities?

    - Government has land assets. Can we sell them or long term lease them to investors?

    - Do you really need a million dollar annual budget to run a Lt. Governor's office? What do they do throughout the year, that public services cant live without? Any Lt. Gov just needs a secretary for schedules and an advisor or two, for when they assume the acting governor role.

    - No more private legal contracts.

    - Autonomous agencies such as the Port and GIAA are issuing millions in contracts each year. Maybe they can pay a fee into the general fund so that instead of attorneys and a handful of elite residents earning millions each year, GDOE can attain those millions to educate our children.

    - Do we need a government run water works, or can we establish a public private one which can pay additional taxes into our government.

    - How about stalling new QC's until the governments finances are in order.

    - How about increasing hotel occupancy taxes for those hotels who have a QC. Maybe an additional 2%. It is still a better deal then paying the 4% that hotels who have to pay GRT are doing.

    - How about creating a 2% tax for online purchases. Once again, better than a 4% tax.

    The list goes on and on, but it will take political will to make real changes. Not the will to get re-elected. This can only be accomplished if we have a part time legislature and if we stop electing career politicians into Adelup.

    The problem here is that everyone is not familiar with governmental operations. If in the future, should Mike SanNicolas be elected governor, he will face the same cashflow issues as all governors from Governor Carlos Camacho up to Governor Eddie Calvo up to future governors. If there is no cash, there is no cash. A budget and appropriations are not real money. They are best guesses for anticipated cash revenue from taxes, fees, etc. If and when Mike SanNicolas, Rory Respicio, BJ Cruz, or any person be elected governor, there will be cash shortfalls for mandates, operations and income tax refunds. I would like to see you scream at your favorite senator now who may become a governor in the future and demand that he pay your income tax refund. It's an election year. Senators want to get reelected. So they pander prospective voters by demanding the governor pay income tax refunds. The reality is that these senators know the cashflow problems of government. They play to the ignorance of voters to get their vote.

    So the tax payers us. Have to pay more interest and have bonds to pay for money that we pay the govt. I believe they need to start giving up back holes. Like GMHP sell it before it takes us the people Guam down. Our leaders need to review and think for the feature of our island. It's time for election pick and make sure it's for the people not them selfs. Maybe this will not be read or maybe a few. We need to think on whom we pick to represent us and not there self. N

    1 million dollars of tax return is paid per week. Each payment covers 1 day of TR. How many weeks will it take to pay the remaining balance the government owes to it's people? Today's date is 7-22-16, and they have only paid BACK TR's filed on or before feb 10th?

    The Administration is so desperate for cash that they've resorted to taking the child support funds (so immoral), wilthheld vendor payments, DOE and various other agencies allocations, employee withholdings, gov't guam retirement employee/employer contributions. Tax refunds would be a no-brainier to tap into as there is no significant public outcry, and even with the court injunction.
