    I don't care who gets the contract as long it's the lowest bidder who gets it .. No more $400 million dollar barracks please !

    To PDN please be specific and please indicate who's now the contractor of Simon Sanchez school on your survey question. Your question is not clear seems like PDN is not fairly to conduct this survey! Because many people here at Guam knows that coretech got the bid, because the publicity of our mayor we saw in Facebook live covered by kuam news because coretech delaying the project. So , the news now on your site Developer Core Tech a sore loser acting in bad faith??...? Meaning And Clearly that coretech is not the one got project????

    People has to get it right and separate the protest of award against signing a contract. Bid goes first, the winner of the bid still has to sign a contract and finalize additional terms. I think it was correctly awarded to GEFF. The article says, GEDP will be a subcontractor of Hensel Phelps (Prime) (we don't know how much is going to be subcontracted but WE ALL assumed that everything will be subcontracted) to a company that is presumably 60% by GEFF through Rick Inman and 40% owned by Calvo's but also backed by Hensel Phelps bond. That portion where it gets subcontracted - I am not sure if that is in anyway valid but the fact that a contract is signed and that it was in writing that it was in there - that makes it valid and at the end of the day PRIME contractors are responsible for their subcontractor - I agree that this is just additional smoke from Coretech that has nothing to do with the award. That doesn't mean this is not a stinking deal for the Calvo's though because it is a STINGKING deal that I think they got with a guarantee to fend off Coretech's protest, purely speculative for now.

    PDN, So what's the AG's position on the bid protest? Where there any irregularities with the RFP process? Was each responsive and responsible offeror given equal opportunity? After the evaluation was made to determine those qualified, then, was the lowest price offeror chosen for negotiations? The Guam Procurement is quite clear on the RFP process as it mirrors the Fed system. The selection of the offeror that passes this lithmus test would be considered fair--regardless of affiliation with powers that be. BTW, the major shareholders were disclosed, another required document. PDN needs to provide more "meat" to their poll, and avoid stirring the pot to instill public outrage.

    YES it was fair...Does Core Tech have a valid reason ...NO!
    CLEARLY the RFP indicates the amount to be spent indicates a cap as with all Gov.Guam contracts which I believe became a law because we learned the hard way and finally the legislature introduced a law to prevent this based on Core Techs last project..
    CLEARLY the GEFF has qualified on it's own because they have a track record of building a school under their belt as experience: Hensel Phelps was part of the GEFF team from the start..
    CLEARLY Simon Sanchez and even GW NEED a new school...the award was proper and documented by all levels of Gov Guam procurement,.
    WE NEED TO WAKE UP PEOPLE....LEGISLATURE WAKE UP and have the guts to do YOUR job that you freaking think you DESERVED a raise for a job that entails (making redundant and IGNORANT laws...going to fiesta's and funerals pretending to care).
    Unless it pertains to their kids it won't happen cuz we all know most of them enroll their kids in PRIVATE schools!
    Lastly, PEEPS come on don't forget to vote for new blood that have EXPERIENCE that will help our community AND keep those that fight for us and is not afraid to SAY their piece of mind.
    BUT PLEASE REMOVE those that are making it a career to serve in the legislature with nothing to show for!
    Here is a thought ...why don't we have a legislature bill that is to reduce the number of YEARS a senator can serve to just 2 consecutive years! Then take a haitus, and if your good you will be a senator again easily.

    I believe all protests should be required to be filed within a defined window. It appears the Loseing bidder is filling one at a time in a planned sequence.

    When you look at the schools that were built by GEEF in the past you can see why they were chosen. They have a proven track record of building a "GREAT" product and doing ethically. They don't offer bribes to those in the decision making process and they are always looking for the best financial opportunities to build with, saving Guam MILLIONS of dollars. There is never a question after the fact regarding the quality of construction or on how money was spent. This is something that Coretech can't say.

    There is a limit to the amounts that can be spent and the monies spent have to be approved by Guam Legislature. GEEF provides transparency on all of the financial activities of their projects. Again, this is something that Coretech does not do.

    Additionally, GEEF produces their developments ON TIME and ON BUDGET (which is something that is approved in advance of the project start). Again, Coretech can't say that either!

    This is not a scam but good business!

    CLEARLY the Calvo company would not have even qualified on it's own because they have no track record of building a school under their belt as experience so they riding on the coat tails of Hensel Phelps and that other company.
    CLEARLY Simon Sanchez and even GW NEED a new school...but if it was wrong in the 1st place then shouldn't we fix it right away cuz it's at the cost of the kids fiscal year (AG what is taking so long to look over an important contract that has a deadline) Even the special prosecutor for the pay raises is taking freaking long...or "out of sight out of mind" concept.

    I believe the selection committee made the right decision in the best interest of faculty and students at Simon Sanchez High School. Based on my many years experience in design and construction, I know they selected the best team.

    Clearly there is a strong inference of special treatment and apparent conflict of interest. The lower bid with an established Guam company benefits the people of Guam, saves us huge amounts of money and should be the sole interest of GovGuam. Not lining the pockets of our political hacks! This is sad, with the amount of money we owe in debt they still continue to spend us into poverty! What gets me is someone thinks we're just too stupid to see through this scam!
