GovGuam has become so big that it's eating up everything in the budget, child support funds, tax refunds, vendor payments, retirement funds, employee withholdings, and now it's cost-share Federal funds. To add insult to injury, borrow more to funds its operations. We're really at the brink of bankruptcy. The only solution is to reduce the size of the government so it can serve the people, not the other way around!

Nothing can be done right it's always politics and the powerful inadequate G.G. management is at fault.The feds should audit and enforce procedures with qualified accountants governing the entire DOE fund spending process.
Nothing will ever be done on time or in a responsive order by the current G.G. processors.The federally appointed accounts did a great job but the G.G. fought them all the way with feet dragging and every other way possible.Typical G.G. and DOE Guam politics, no one will ever change it.

The Guam DOE Board is to blame. There are probably only one or two members that truly care about the students and the organization. All the rest are self-serving power-hungry clowns who are in it just for themselves and creating systemic instability through their witch-hunts conducted on practically every superintendent who is not a "yes" person.
