    1. GSA,GPA and some agencies are not following the procurement laws. They are making there own terms
    and condition. They are more concerned in making money by implementing the liquidated damages
    unreasonably.

    2. Legislatures lack of oversight to address the concerns of small businesses against the wrongful
    implementation of procurement law by the Government Agencies. The Senators only address issues
    that are sensationalized by the media.

    3. OPA should not be hearing the procurement cases. Most of it's decision favored the Government
    Agencies even the'res so many violations of procurement laws. Procurement cases should be heard
    only by the Superior Court and Supreme Court.

    I know it's a different subject but please vote the corrupt greedy six senators out of office especially Tina Muna Barnes And Dennis Rodriguez ..
    gov Guam is struggling to find cash and yet these greedy scum bags rather think about their pockets instead of the people they are hired to serve . I swear the pocket stuffing campaign in Gov Guam is going to destroy our island .. Thanks Gov Guam ! Lol ...
