    In Ca in order to rent a property u have to have the property inspected then with that inspection approval by DPW the renter can have utilities activated. No inspection report, no utilities, simple system. All rentals get inspected by DPW and any violations have to be corrected before the landlord can rent to the public.

    Even problems of this nature can be private and avoid public responsibility. When any one needs help they can reach out or undertake these problems themselves. Government alone can not do everything for those who are in need. Migrants in particular should have a referral office to help them adjust to Guam life.

    It sad and very unfortunate children were killed in this fire and it should never had happened . If FSM /FAS migrants cannot support themselves even with the help of public tax fund " food stamps , sec8 etc." or cannot follow the law on this island after numerous arrests then I feel they should be given a one way ticket back to their island so they can recover themselves . If an FAS /FSM citizen has been denied public assistance because of criminal behavior or for abusing the public assistance program then they really need to go back to their island and live a more fruitful life than they can have here . Letting them live in shacks is just insane .. no water or power ? That family should have been sent back to their island so they can live with their relatives or back to their own home .. any and all migrants who cannot support themselves after 5-6 years of public assistance should be sent back .

    Until the Legislature or the Governor fund the CLTC's survey costs to begin issuing lots to the eligible needy, self-constructed substandard housing will continue to be built. Affordable housing and apartments is a continuing requirement, and can only be sustained with adequate funding. The challenge for current and soon to be elected leaders is to reduce the size of the GovGuam as taxpayers can no longer afford to pay their salaries, COLA, raises, inefficiencies and incompetence. Privatize agencies and quit relying on operating at a loss, and borrowing to pay daily ops just to keep GovGuam employees employed.
