It depends on your definition of worked. If you believe that success is measured by obscene amounts of money being poured onto a select group of artists, then yes, it worked. But that isn't the discussion we should be having. We should be looking at what types of political and social climates cultivate innovative and energetic artistic practices for a larger artistic community.
