Would bigger tax exemptions encourage you to shop across the border?

Giving people a bigger exemption for US purchases is like shooting our own economy -- even though I live too far away to shop there, the great majority of Canadians live in close proximity to the border - so our merchants lose the revenue, lay off workers, maybe even go bankrupt, just so thoughtless people can own more "stuff" (which they probably don't need anyway!)

I think there should be a YEARLY exemption, say of $2000. Then people who live well north of the border would have an equal opportunity with those of us who live very close to the 49th parallel. Computers should be able to track each Canadian's spending each time he/she crosses back into Canada. When the set amount, e.g. $2000. is reached, duty begins to be charged.
