You cannot lower standards and expect to be effective. Kids will see that rules for negitive behavior can be changed just by doing it enough. By the poll alone this decision should be overturned. I do agree with the culture that is trying to be pushed as far as keep children in school more but there are other options to resolve this but I am guessing money might be an issue.
For example, instead of just sitting in detention, give them additional educational class. Help the children find a nitch that will want them to stay in school. Call it continued education and let the children know that if they act up they will just have the instruction somewhere else on thier own time.
