yes, since many recent high school graduates who are illegal cannot open an account because of their status. Some of these teenagers read and write English, they deserve to have a bank account .

The councilman needs to look up the defination of constituents. They (politicians) are getting things all muddied up. It is not legal. Until you change that you should not change anything else. They are trying to come in through the back door. The politicians are only making things worse. Instead of fixing things for the rest of us they are pandering to a group of people that have caused a multitude of problems by being here illegally! Don't apply a bandaide to a fatal wound.
