Yes! Black people often spend money on the wrong things & probably won't use the money on rebuilding their lives.

NO! It should be up to the victim how they want to spend their money--whether in a smart or ignorant way.

We gave money to the banks, and that didn't help. At least ignorant choices will help the economy.
