Yes. Pigeons can be pets, too. Cats and dogs poop in neighbouring yards all the time.
Well, I think there should be a cap on the number of pigeons people can raise. Ten seems like enough.
No. They're dirty and smelly and they don't belong in residential neighbourhoods.
