Just at the point when we/she thinks it will never happen.
You ultimately will be the person to decide when she should turn or not and that is when you feel you have the perfect timing in a book to do it.
Do Vampires have babies? Possibly have her having a baby first before turning her -- for you have to have a human in the scenario somewhere-- or it would not be fun. I say make it towards the end of the series.
If she has a baby -- the baby could lead into a all new series down the line.
