I think that the mayor, in particular, is punishing Curley for being the only dissenter on the Community Center issue. He was very outspoken (and possibly a bit offensive) in his objections to how the city is being run and the community center issue, so it seems a bit convenient that the Council is now calling him out for bad attendance.

The Sammamish Review print edition has a graph, Stephen: Whitten has missed four meetings, all the others one or two.

What is the status of the other Council members attendance? I think they should all be looked at and compared. We need to realize being a Council Member doesn't provide income that would support a family in Sammamish and as such need to give them "some" leeway.
