The trend is going the wrong way. Since January 2009 GP Referrals have been increasing; treatments from the waiting list have also been increasing, but not at the same rate; hence the waiting list has been slowly increasing. The NHS should be aiming to gradually reduce the waiting list.
The trend appears to be changing in the second half of 2012 to a greater increase in the waiting list.
