That really depends on the shipowner. For me, the MLC is just too broad. For sure they'll (shipowners) be able to find loopholes and all...
For some (cheap) flag states and shipping companies will improve, for the rest of the proper flag states will be the same. No change.
All requirements regarding vessel Accommodation are included in MLC 2006 Title 3. Accommodation, recreational facilities, food and catering.
