Aggressive is the way to go; we should offer an incentive program, like the government planned to do two years ago.
Keep the oil flowing; do what you have to do, since spill liability for companies is jumping to $1B.
Don't be so desperate; oil companies don't need incentives from taxpayers, they're rich enough.
We're past peak oil in our offshore; we should concentrate on diversifying our economy before it's too late.
