Should the collection of DNA from umbilical cord blood of teen mothers be collected for paternity tests?
Not sure. It is a difficult balance between protecting children from sexual predators, and allowing government to collect DNA without permission.
No. This is a violation of the teen mothers rights. If she doesn't want to have the test, there should be no test.
Yes. This blood is otherwise disposed of and isn't a violation of privacy to collect it. We should hold men responsible for statutory rape and this is a good plan.
