A location within a few blocks of downtown Iowa City would be ideal to ensure easy accessibility.
A location close to downtown Iowa City, but perhaps as much as 10 blocks away (1 mile) to help keep the downtown area attractive to visitors wanting shops, businesses, and restaurants.
A location outside the city to ensure a lower cost for land. This would also eliminate concerns about the facility's appearance and how it might visually impact Iowa City.
