Prevention Programs
The facility should have space and ongoing funding for staffing to provide expanded prevention programs. Tax payers want their money spent on preventative and proactive programs that save money in the future. Having a central facility where volunteers and organization staff can collaborate is essential for county efficiency. Also, sharing resources like conference rooms, copy machines, and other services can save money.
Prevention programs are fine, but that's something that community non-profit organizations should be responsible for, not the county. Tax payers don't want their money going to charity.
