    Athletes are Athletes, not politicians. An Athlete's responsibility is to give their personal best at their sport, which also means adhering to their sports rules and codes of conduct. (don't cheat).
    Politicians are reponsible for protecting and promoting their citizens and government, including their Olympic Athletes. It's our politicians that decide if we boycott or not. Then it is up to our Athletes to follow that decision. Hoverver, if our Athletes are in danger, we need to send protection for them.
    The Olympic Committee is little of both, and can use their influence to help encourage a country to be better. Because isolation is NOT good, i.e. North Korea. So when a city may not be optimal as far as politics, etc, the Olympic committee, along with non-boycotting nations can show case Athletes as representatives of what could be for a hosting nation. The Carrott, not the Stick.
    Boycotting is a Stick option. If the U.S.A. feels at this time that sending our Athletes was a mistake becuase of danger, or hosting country politics, then we, because we are democratic, have the option to change our mind or make new safety arranges to both protect our Athletes and make a politcal point.
    In addition, becuase our Athletes have the freedom of choice, they should excercise that choice for themselves. That can be either political, inspirational, or non-inspirational, but that's freedom.
