Or drivers could just park where its legal... there's a thought

I don't think the use of cameras to monitor parking is the basic problem - it's Councils' over-zealous application of time limits and their lack of sympathy for normal reasonable people who are a couple of minutes late in returning to their vehicles that creates the unhappiness. I doubt whether it's possible to legislate for that.

The question suggests there are only two options; IE a black and white, one solution fits all. This is never the case. There are times they will be appropriate and times they will not... just like speed limits.

You might get a more useful poll result if you didn't call them something as loaded as "spy cars". Of course no one wants to be spied on, and nor should they be. What is wrong with "Should parking enforcement include the option of using mobile CCTV cameras?" or something similarly even handed?
