Does the government have a policy of closing down bodies that monitor it?

No. It's nothing to do with avoiding being monitored. Although it is important, we can't afford it.

No. Monitoring is not important. Government realises this, and doesn't want to squander our money.

Yes. Governments want to have a free hand with minimum official oversight.
