I traveled to Peru from Bogota on July 28th 2019 with Viva Air Colombia, and the check in desk asked for proof of onward journey. The guy was very cool about it (and even let me use his phone as I had no internet) and he simply suggested I book a bus from somewhere in Peru to Bolivia. He then just took note of the booking reference and date of travel, and I was good to go. I did ask were they always strict, and he said recently yes
