Do you think trains carrying crude oil need more regulation?

    Lets do a 10 year study on oil pipe lines. The oil train accidents didn't happen where the Keystone XL would be going. And as for jobs, running the oil on rails is creating more jobs and the oil cars are being built in the USA.

    They need to have double layered tank cars (the same should be required of all pipelines). Their speed limit should be drastically reduced and routed along line that cross the least amount of waterways.
    They should have an adequate hazmat cleanup crew on the train in sufficient manpower to clean up the spill.
    That way WHEN they do derail, they can start the clean up immediately instead of the usual couple of days to get someone there that knows what to do.
    Pipelines should be required to install shut off gates at a frequent area so that WHEN the pipeline breaks, it can be shutdown before days worth of oil leaks into rivers and towns. The should also have monitors installed that will shut down these gates when there is a detection of increased or decreased pressure.
