Should we have a physical office space for the SocialLearn project?

Probably not, after all it is in part a project about people working together online. There are always lots of places to meet if needed but the SocialLearn "office space" should be virtual IMHO.

An informally arranged meeting space you can use to brainstorm, chat, and leave promotional materials or useful current resources (to promote, to develop, whatever) would probably be handy. It should include comfy chairs (some people favour beanbags for this sort of thing), a noteboard/whiteboard, at least one set of bookshelves, and a small table to work at (with some stackable/hideable chairs).

'Office space' does not sound very enticing - but some physical spaces attract attention in positive ways.

I think we need one if we want one - ie if we thought it would the project then we need one.

The real question is do you really need one?
