    Ideally, we can create downtown as a living, walking, working and night life entertainment center. In my view, the missing component is more living space in 3 economic segments - 1) Lower end housing for all the service people who work downtown - bartenders, waitresses, casino employees; 2) Middle level housing for slightly more advantaged economic residents - mid level managers, bank employees, artists, tech employees, administrative staff; and 3) higher end condos for managers, senior manager, executives, owners, wealthier young people.

    Once we have a larger base of residents we can create downtown as a walking and outdoor urban environment where the streets have foot traffic, there is constant activity and tourists and locals come to spend an evening.

    "The Always Future City" would draw attention to appreciation of ongoing change and improvement toward friendly, safe, strolling, relaxing times and spaces with friends, with gambling-free and children-friendly zones, a college/university and unique library, a major international/global marketplace. Incorporate lanes of walking communication with perimeter communities: the Piute Reservation, the once isolated west side African-American community, the park, government centers, and visibly marked art development areas. A central circular, open, information kiosk, by the major public parking facility, manned during the day and early evening, that processes visitor's questions and hands out city-produced information brochures.
