Dixie and Terry, it was parallel not angle parking. The driver had to cross the center line and be going the wrong way on the street in order to park backwards.

Who even knew it was a law ? Plus the explanation the meter made gave wasn't very good. How is that any different then parallel parking. If it's a bylaw no one knows then post it. The city is supposed to serve the citizens, not serve them tickets for unknown bylaws.

Most employees who work for oil companies or construction companies are taught to back in almost anywhere they park for safety reasons. It is easier to get out in an emergency, hence they usually back in. The city needs to make this better known or stop handing out tickets without a warning first.
