I give them an "F", but to be fair and not to pick and single out this instance, I give GovGuam an "F" at anything they try and handle and shouldnt be.
This is typical of how Gov Guam maintains their property plus these Gov Guam officials are too busy trying to keep their beloved tax dodger out of jail . Their priorities is so out of whack , they can group together and work hard to get one of their own tax dodging , law breaking , corrupt cronies out of jail at all cost and that guy is still receiving government contracts to do business. Only on Guam will a Governor pushes his own family business in front to benefit from huge events like Festpac. Too much B.S. !
I gave it an "A" graded on a curve because this is the best Gov Guam can do!
