I agree fingerprint every traveller that comes through Guam. I travel every year through Japan and I get my photo taken and fingerprinted every time. This will ensure that those deported for crimes don't return.
maybe try fingerprint checks when they arrive at the airport
The bigger problem is, what is Ray Tenorio doing to help reduce crime on Guam? Is he also dreaming in this Imagine Guam project which is nothing more then the governments distraction into what significant accomplishments have taken place ?
