First issue, you are assuming the persons (childre, teens, adults) Respect the police...that was the plan is Flawed... you have the problem you have because there is no Respect, from the top down or the bottom up... it will take a change in management and additional officers, like hiring of 25 officers minimally... Turn the lights on, many street lights out, get them on, and CC has to change...
