    So if people can't opt out and they aren't responsible, why is an alleged concentration camp guard still being persecuted decades after the fact if referral isn't participation?

    Remember the T4 Program prior to 1941 with sterilizations.

    Institutions like hospitals usually have a chaplaincy department that facilitates religious options to the people affected or part of the institutions. If the people don't want a chaplain then that's OK. If it ain't broke don't fix it; nobody can fix dying however.
