Project management and project manager is necessary
It's not enough to just have a project manager, the project manager must be given the authority to manage the project . There's nothing worse than a lame duck project manager.
Since one of the biggest misses for IT is in the delivery or projects, I would surely believe project management skills would be very helpful.
