Speedy Gonzalez is both loathed and beloved for his exaggerated portrayal of Mexican sterotypes. Can this character work in a modern-day setting?

No. The character is too much of a product of the time period he was created in. There's simply too much baggage there for anyone to consider 'modernizing' him.

Yes. There is a reason the character resonates with so many people. It would be amiss to not bring him into the 21st Century.
