I wholeheartedly agree. West Wing is constantly in my “continue watching” list on Netflix, because I literally just watch the entire series over and over, between other things. I love [almost] everything about it. And I agree with your assessment of the characters, except Donna. I write off Donna’s apparent stupidity as an obvious way to give the audience info, and I really actually love the character for her wholesomeness and ability to keep “the boys” on track. For example, the episode where they miss the bus while on the campaign trail and Toby and Josh speak to the guy at the bar about his daughter going to college. That only happened because Donna reminded them that they were being jerks and they should pay more attention to what everyone around them has been trying to say. In another episode, Josh asks her for some notes and then snaps at her when she suggests he takes a look at some info she compiled about James Madison. She cuts him off, very calmly, and tells him not to snap at her, that she gave him what he asked for, and he should also look at the other stuff cause it’ll help him. Those are just a few examples of times that she kept some pretty big egos in check, and probably helped make the world a better place because of it. Hell, she even told the First Lady what she really thought. Granted, they’d all been drinking and talking like old pals and then Donna kinda slipped up, but she brought the truth when no one else did, and for that, I love her. As for Mandy... ugh. I literally cannot stand to watch those scenes of her driving and acting like an idiot and yelling in that high pitched voice. I fast forward every time. I don’t think the character even deserved to be killed off. Disappearing was great.

Will Bailey may not be the worst character, but he pisses me off the most.
I love Kristen Chenowith but there are some moments when Annabeth's character is in a different show from everyone else, particularly as they tried to expand her character after her initial plot line of being Toby's unlikely mentor, but she becomes better over time.
Josh gets pretty grating once he goes into campaign manager mode.
It's pretty easy to forget Mandy after season 1, so it makes it easier to forgive her in that way... But she is terrible.
Gotta say, My favorite main characters are Leo, Jed, and CJ. And then my favorite recurring characters include Margaret, Amy, Carol, Mrs Landingham, Debbie, Abby... There are a lot of well written women in this show. I have a soft spot for Vennick too.
I love this show. It's gonna be a great source of diversion over the next four years.
